Public comment is available at the start of the meeting for non-agenda, non-action items, both in person and by Zoom. Submit e-comments before 11:45 a.m. on meeting day, or email CountyCouncil@lacnm.us. E-comments become part of the public record, and councilors receive them before the start of the meeting.
Presentations, proclamations, and recognitions: This opening portion of the meeting is when Council celebrates community members and learns about important initiatives.

2025 Legislative Session Update Presentation by Danielle Duran, Los Alamos County Intergovernmental Affairs Manager
Business items: These are key topics the Council will discuss in more detail and consider for possible action. In this session, they’ll review:
Action to suspend Council rules. Work sessions are usually reserved for information and discussion with no action. This routine procedure allows Council to take action on items that have been given proper notice on the agenda. It is often used for time-sensitive matters or to balance the length of meetings throughout the month.
Consideration and possible action of 2025 Los Alamos federal priorities
Consent agenda: The consent agenda is a group of routine items that Council can approve all at once without discussion, unless a councilor requests to talk about a specific item. There is separate public comment for the consent agenda. This time it includes:
Award and associated budget revision for East Park Basketball and North Mesa Tennis Court Demo and Renovation Project

DOE-EM presentation: Los Alamos Field Office Manager Jessica Kunkle will address a variety of issues, including “the next steps to address chromium plume and budget outlook.” In the same portion of the Council meeting, there will be a brief update from N3B President and General Manager Brad Smith.
Legislative session update: The presentation on the 60-day legislative session includes details and updates on bills the County supports, including:
Paid family and medical leave
Wildfire preparedness
Health care and malpractice
Optional electric buses for public schools
IPRA (Inspection of Public Records Act)*
*Editors note: According to the Council presentation provided with the agenda, the County’s support was for HB 139, which has since been withdrawn by its sponsor. A separate bill addressing aspects of IPRA, HB 283, was introduced by Rep. Christine Chandler (D-Los Alamos).

Federal legislative priorities: Council will consider a federal legislative agenda proposed by a working group of Councilors, including:
Legislation supporting the Lab’s mission and environmental cleanup
A land-transfer law “requiring all federal agencies surrounding Los Alamos County to identify land for conveyance for the purpose of housing”
Funding for infrastructure in Northern New Mexico
Expanding eligibility and coverage for the Radiation Exposure Compensation Act (RECA)
